People can learn financial concepts, business skills, and development language without ever gaining access to a market, a property, useful capital, or a meaningful role in deciding what happens next.
EPIC WealthBuilders is York XL’s developing youth-to-neighborhood wealth pathway. It is intended to connect learning and enterprise to real assets, shared participation, and the long-term reinvestment of value in York neighborhoods.

Youth-to-Neighborhood Pathway
Practice Comes Before Participation.
WealthScouts begins with supervised, age-appropriate experiences. Young people can explore how ideas become offers, how customers respond, how money is allocated, and how individual effort can contribute to community value.
The long-term vision is a pathway that grows with participants—from early learning and public markets to deeper understanding of enterprise, assets, governance, and neighborhood investment.
Current status
WealthScouts is being developed as funding and implementation capacity become available. The website describes the intended model, not an open enrollment cycle.
The First Asset Engine
NBBN Grounds the Vision in a Real Place.
Neighborhoods Built by Neighbors begins at 234–238 East Walnut Street. The current concept includes six housing units, four small-business bays, and open programming space.
York XL will retain the initial property in accordance with public-funding obligations. The broader goal is for net rental revenue to help support learning, stewardship, and a future locally focused capital structure.

Financial knowledge is important, but EPIC WealthBuilders is designed to connect knowledge with supervised practice, real ventures, physical assets, participation, and structures that can retain value locally.
Is EPIC WealthBuilders currently an investment opportunity?
No. York XL is developing the legal, governance, membership, and capital architecture. Nothing on this page is an offer to sell securities, shares, or ownership interests.
How is the work being supported?
The current work builds on a county LSA planning grant for architecture and engineering, SCALE/NGIN support for community wealth-building design and technical assistance, local partnerships, and additional funding efforts.
What still has to be designed?
Key work includes the entity relationship map, cooperative or membership structure, governance framework, capital strategy, ownership pathways, legal compliance, and an implementation roadmap.
